As other have probably said, the #1 thing to look at is the cost for power. If you cannot get power for less than about $0.05/KWh there is zero chance to mine at a profit. IF you get a hold of a (expensive) state-of-the-art high efficiency miner even with power at $0.07/KWh you can still run at a profit but expect a ROI of several years to do it. In both cases you would use a PPS pool for a (small) steady income. Yes you can run a SMALL miner that is not very power hungry pointed at a solo mining site but that will be a pure lottery game with very very very low odds of ever finding a block within your lifetime.
