Anyway, it should have been classified as corruption. These ghost names in the civil service exist because some top government officials are corrupt. Corruption is one of the major causes of poverty in developing nations. When funds budgeted for developmental projects are pocketed by a few individuals, other citizens will lack the opportunity to come out of poverty. Let me also add laziness as another cause of poverty. Some people have the opportunity to work but they choose to be idle because of laziness. They don't want to work but they want to satisfy their needs. You see people declaring to the state that they are unemployed so that they can claim benefits from the government while they remain unproductive. Honestly I usually feel pity for those not able to put food on their table, if all things were to equal I wish no body should be as poor to the extend of struggling too much before seeing food to eat but however I have always told myself that all hand can never be the same there must poor and the rich which they are of different levels, generally most government has failed in so many ways with bad governance and I keep encouraging as many as I can that given up is never going to be the solution but rather to always do the best you can do while anticipating for the best.
