The former is due to both a long-term competitive labor market and laws such as OSHA. The later is due to a competitive labor market, and the FLSA. Labor unions have a long history of curruption, and embezzlement. As an additional example as to why labor unions are unnecessary, at the beginning of the pandemic, many (non-unionized) farm workers who were illegal immigrants, walked off the job due to concerns about working conditions related to covid...bear in mind that unemployment was at the time expected to reach 25%. If the most vulnerable employees can successfully neogeoiate improved working conditions during a time of mass unemployment, there is absolutatly no reason for a union to exist.
