If you had highlighted the religion you are relating with, it would have helped a lot because this sounds so random and from some place of anger and detest generally, you may correct me if I'm wrong. Praying isn't a bad thing and I know that every religion in one way or the other does practice it,  it's a means of reconnecting their physical with the supernatural or the higher spirits beyond our realm which are believed to have some answers we seek, we should also know that it can be abused and not explored properly and when necessary, the answers to the things we seek in prayers are sometimes within us but we have not paid much attention as needed to find them, the government isn't to be blamed like you are putting it in the developing countries, if the said government isn't making available the necessities, the people have what it take to get them replaced and not throw blames around, moreover no government around the world is good a 100%, they just rule with diverse approaches. The government can only do betif demands are made with follow up actions, the countries we now refer to as developed were once underdeveloped, going  through their histories, you will find out that they had to revolutionalise and make demands at a time to make their government sit up and meet with their demands which has now kept  them where they are now.
