What country are you talking about? Poverty levels are different in each and every country. I don't know about the "ghost names" thing. In my country, there aren't any "ghost names" in the records. Maybe the government clerks in your country aren't required by the law to delete all the names of dead people from the databases. This statistically increases the amount of poverty. The answer is simple, lack of skills, lack of assets, laziness, lack of education, difficult socio-economic situation. But we have to ask ourselves. Is is possible to create a society with no poverty whatsoever? I think that the answer is no. There will always be poverty. What matters the most is how to reduce the number of extremely poor and homeless people to an absolute minimum.
