Of course, not. How would it remain decentralized when it's governments that are in control? As you've said, this is extremely unlikely. If this happens, however, I guess Link Stake would lose its meaning. The whole point of Link Stake is decentralization. If it's turned into another fiat, it becomes absolutely pointless. But if there's a part of the Link Stake community that doesn't agree with it, then it's always their option not to upgrade to that version, resulting into a hard fork. In time, they'll probably draw the same support that's given to the decentralized Link Stake.
