If for example Knots set a threshold of 5% and Ocean magically tripled its mining participation and was able to lock it in, then they would simply enforce rules no other miners would enforce (if they still remain backwards compatible), and thus miss miner income or risk to fork away if they try to enforce the rules on blocks found by other miners. My question was more about "official" Core forks, or an alternative scenario where Core isn't the majority client but there are 3-4 clients competing, and they would thus probably adopt "reasonable" forks coming from other implementations. Having a "minimum threshold" in such a scenario would perhaps make sense. However, your example of a low-threshold soft fork against large minority miner cartels makes sense too, and a minimum threshold "rule" (even if it can overriden) would then make such a fork less likely to succeed as long as alternative relevant clients exist. So yeah, I think it's a bad idea to generalize a minimum threshold, but such a low threshold indeed should only be used in emergency situations.
