Urbanization is the reason for housing crisis. As more people want to move to tier 1 cities for more facilities and opportunities. But the housing crisis is not as severe at it used to be in smaller times. At times, people bought real estate as investment even in smaller towns but now the prices of towns are going down as there are not enough people. The people that are left too wants to move to tier 1 cities. If you have a remote job or want to do something that you could do without being in a tier 1 cities, you could just move to those town and live a better and with some labor, sustainable life. With the ongoing demographic crisis in most countries, except for those which are letting in uncontrolled immigrants, the housing prices would start to fall even in tier 1 cities as there would be less people overall.
