We just have to be sufficiently hostile to spam to keep the spam to a minimum. This would be opposite of the core policy of getting more and more permissive to spam. Currently, over 40% of the blocks are pure spam. Clearly, that is too much. Again, there won't be a separate coin. And I don't see a scenario where the majority of Bitcoiners prefer to stay with a coin full of spam. September will be an interesting month for sure.
