Not really weird to expect to have all of the collateral to be deposited before you can do it, because if you do it and not have the collateral and lose and then not give the collateral then how could that place be able to afford to go n for long? They won't be able to, they have to have that money so that they can take it from you when you lose, it can't work on trust, because if you just go around trusting everyone to pay their debt then you are going to bankrupt very very quickly. There aren't that many places that does this without collateral, and all of those places will end up with failing eventually, even if there are any right now that doesn't take the collateral at the moment, either they will start to very soon, or they will be bankrupted very soon.
