If you change the target and the optimum shifts, it retunes. They keep only the latest profile because cached tables go stale fast as the silicon ages and airflow changes and extra flash wear occurs. If you really need four "modes," you could use static clocks/volts profiles or swap configs and accept the 30-60 minute retune each time. The hourly flips will always feel slow because the tuner has to re-measure error rates to be safe rather than reuse last week's guess.
